Investment agreement is signed to form a NanoCenter in the Ulyanovsk Region

4 Oct 2011 An investment agreement was signed to form a nano technology center in the Ulyanovsk Region. The agreement was signed by the General Director of the Fund for Infrastructure and Educational Programs, Andrey Svinarenko and the General Director of The Ulyanovsk Region Development Corporation, Dmitry Ryabov. Other participants in the project include innovative companies from Ulyanovsk and Dimitrovograd: The State Research Center - Scientific Research Institute of Nuclear Reactors, Production and Investment Company Diatomit-Invest, Simbirsk Casting Company, and the Ulyanovsk Nanotechnology Center.

According to the agreement, overall project investments are at least 1 billion 277 million rubles including co-financing provided by the Fund for Infrastructure and Educational Programs in the amount not to exceed 759 million rubles.

The Ulyanovsk NanoCenter will specialize in three areas:

  • Instrument engineering and radio electronics;
  • Materials with new properties;
  • Nuclear technology and its application in medical science.

The construction of the new nanotechnology center is planned to be completed by the end of 2012 in Ulyanovsk.

The project to establish a nanotechnology center in Ulyanovsk was selected through the second open competition to create nanocenters in the Russian regions.


The Fund for Infrastructure and Educational Programs was established in 2010 pursuant to the Federal Law 211-FZ “About Reorganization of the Russian Nanotechnologies Corporation”. The Fund’s goal is to develop innovative infrastructure in the field of nanotechnology, including implementation of already started by RUSNANO educational and infrastructural programs.
Aleksey Ponomarev, Deputy Minister of Education and Science of the Russian Federation is the Chairman of the Supervisory Council, which is the highest governing body of the Fund. According to the Fund’s Charter, the Council develops its strategies, sets up its budget and determines priorities for its activities. Anatoly Chubais , Chairman of the Executive Board of RUSNANO, serves as Chairman of the Fund’s Executive Board, which is its collegial executive body.Andrey Svinarenko is the Fund’s CEO.
